The Ascendant is the intersection of the ecliptic with the eastern horizon at a given instant and location. Three things can differ between tools: the house system used, the exact geographic coordinates assigned to a birthplace, and whether the birth time has been correctly converted from local civil time — including historical daylight-saving rules, which have changed frequently and are a common source of error.
A birth time recorded to the nearest quarter-hour, in a place whose historical time offset is ambiguous, can legitimately produce two different rising signs. Any tool presenting a result without stating those assumptions is understating its own uncertainty.
